I think the best way to prevent widespread use of X-box 360 mod chips is probably the simplest. Just make the case incredibly hard to open.

Sure, the hardcore people will still be able to hack the X-box. Possibly a few brave souls will be willing to try installing a mod chip. But most people would be so fearful of damaging their machine that they would just avoid doing it.
